Clarity beats access: why AI adoption stalls, and what to do about it
I recently read an article by Kenneth Mokgabudi where he shares sharp insights on the AI maturity curve. It landed with me because it says the quiet part out loud: most businesses agree AI matters, but far fewer can clearly state their real starting point.
That lack of orientation creates friction. Ambition runs ahead of capability, and progress becomes hard to measure.
I see that every week.
Not because people are lazy or resistant, but because the organisation itself is fragmented. Information is scattered. Systems do not talk to each other. Policies live in PDFs no one can find. Training sits in one place, process guidance in another, and tribal knowledge is stuck in chat threads and people’s heads. AI gets dropped into that mess and everyone expects transformation.
Then leadership asks why adoption is slow, why the outputs vary wildly, and why the risk team is nervous.
AI is already inside your organisation, just unevenly
Kenneth names a pattern most leaders underestimate: AI already exists inside most organisations, but unevenly. It shows up as individual experimentation and isolated use cases, not as shared capability or coordinated systems.
That is exactly what the adoption curve predicts. You will always have innovators and early adopters pushing ahead, while the early majority, late majority and laggards hold back until the change feels safe, relevant, and normal. This is a known pattern in Rogers’ diffusion of innovations model.
The mistake leaders make is treating that unevenness as a people problem.
It is usually a system problem.

I will go further. Awareness can become a hiding place.
It looks like panel talks, internal newsletters, a few pilots, maybe a task team. Everyone is “excited”. Nothing changes in the day-to-day. No one is accountable for adoption. No one is designing workflows that make AI use normal, measurable, and safe.
Leaders need to facilitate interest, yes. But they also need to drive intentional adoption so things happen, not just that people talk about AI.
This is where many organisations stall. They treat AI like a topic.
It is not a topic. It is a capability shift.
Can AI change structure, not just speed?
Kenneth writes: AI supports execution and saves time, but does not change structure. Work gets faster, but not necessarily more consistent or predictable because use is uneven and informal.
I get what he is pointing to. When AI is used casually, with no standards, no training, and no shared methods, results do vary. That is real.
But I do not agree that AI cannot change structure.
In my experience, AI can expose outdated structures and help rebuild them, if leaders treat it as a workforce capability. When people are trained properly, when good prompting is taught and normalised, and when output quality is governed, work can become faster and more consistent.
AI does not just speed up execution. It can standardise how information is interpreted, reduce variation in first drafts and analysis, and surface process gaps because it forces clarity: what is the rule, what is the exception, who decides, and what “good” looks like.
AI exposes ambiguity fast. Many organisations have been running on ambiguity for years.
So yes, work gets inconsistent when usage is uneven and informal. But that is not a limitation of AI. It is a leadership and operating model choice.
Leaders should be taking action by now
AI is no longer new. It is also not going away.
It cannot be shoved into the back of the cupboard because of vague threats or perceived risks. That approach does not reduce risk. It increases it, because people still use AI, just without governance, without secure pathways, and without shared accountability.
Strategic, measured action is the only serious option:
- Implement AI responsibly
- Secure organisational information
- Set clear guardrails
- Train people in ethical and effective use
- Make adoption visible, supported, and expected
This is how organisations stay relevant and competitive, regardless of industry.
Kenneth’s maturity curve is useful because it gives leaders language for where they are, and where they are stuck. My add-on is this: if you want maturity, stop treating AI as a tool rollout. Treat it as a system redesign.
If your organisation is serious about AI, the question is not “are we using it?”.
The question is “are we orchestrating it so the whole workforce can move together?”.
